In a casserole over medium-high heat, Saute the beef and shallots in the butter and oil until browned on the outside. Drain the oil from the casserole and stir in the tomatoes, water and stock cubes. Season with garlic, parsley, thyme and remaining salt and pepper. - Uncover the Dutch oven, ads in the carrots, potatoes, and onions, and then simmer covered for an additional 30 minutes
- Combine the flour, water, remaining basil, thyme, garlic powder, parsley, and salt in a bowl, and then add it in the Dutch oven
- Bring to a boil for 2-3 minutes, then remove from the heat. Serve and enjoy :)
